# Mexican consulate in Phoenix: residency visa requirements, read September 2026

Phoenix's visa page was updated in August 2026. The requirement sheets it links were written in 2022, under a formula Mexico replaced in 2025, and the gap between the two is large.

Quick answer

Phoenix books visa appointments **by email, to visaspho@sre.gob.mx**, and charges **USD 56**. The sheets it links date from **2022** and print **USD 2,530 a month** or **USD 42,164** in savings for temporary residency, about **46 percent under** today's national figure of about USD 4,700 and USD 79,200. Prepare to the national figure. Phoenix also wants a banker's letter confirming the account is yours, and apostilles on birth and marriage records. Read on 22 September 2026.

| Next check by us | 22 December 2026 |

## Sheets from 2022, and what the requirement is now

The two residency sheets Phoenix links are built on the formula in force before July 2025: days of the minimum wage, here the 2022 wage of MXN 172.87 converted at about 20.50 pesos to the dollar. Each figure divides back to that basis exactly, which is how we know. The [consulate tracker](https://getmexicovisa.com/mexican-consulate-requirements-by-city) found no other post among those we read still linking figures this old.

| Route | Phoenix's 2022 sheet | National, 2026 | About, at 16.9722 | Gap |
| --- | --- | --- | --- | --- |
| Temporary, income for 6 months | USD 2,530 | MXN 79,771 | USD 4,700 | 46 percent under |
| Temporary, average savings for 12 months | USD 42,164 | MXN 1,344,373 | USD 79,200 | 47 percent under |
| Permanent, pension for 6 months | USD 4,216.34 | MXN 133,733 | USD 7,900 | 46 percent under |
| Permanent, savings for 12 months | USD 168,653.65 | MXN 5,378,664 | USD 316,900 | 47 percent under |
| Real estate in Mexico | MXN 6,914,800 | MXN 10,758,500 | USD 633,900 | 36 percent under |

A figure almost half the legal threshold is not a lower requirement at Phoenix. The Lineamientos of 25 July 2025 bind every consular office, and a file built to USD 2,530 a month would fall short of the law that officer applies. Prepare to **MXN 79,771 a month** or **MXN 1,344,373** in savings, and if you want Phoenix to confirm the amount it will apply to you, ask in writing at visaspho@sre.gob.mx. The [calculator](https://getmexicovisa.com/mexico-residency-income-calculator) runs your figures against the national lines.

Why this matters for Arizona retirees in particular

A retiree reading the 2022 permanent resident sheet would conclude that USD 4,216 a month in pension qualifies. At today's figure it is about USD 7,900. That difference decides whether someone applies for permanent residency or for the [temporary](https://getmexicovisa.com/mexico-temporary-resident-visa) route instead.

## Booking by email

Phoenix states that it **only accepts visa applicants with appointments**, and that to set one you write to **visaspho@sre.gob.mx**. That is different from the national MiConsulado system most posts use, and from San Diego, which refuses email outright. Say in the email which visa you are applying for and on which route, and keep the consulate's reply with your file.

The page adds that requirements and appointments are individual. A couple, or a family, needs an appointment per person.

Nobody else can do this step for you

Appointments are free and come from the consulate's own inbox. **We do not book, resell or secure appointments**, and neither can anyone else.

## Phoenix's own rules

The visa page sets out nine general points. The ones that go beyond the national list:

- **Originals and copies of every document.**
- **A letter from your banker** stating that you are the rightful owner of the account, whenever you present bank statements or investments.
- **The consular officer may ask for more documents.**
- **Income stated in dollars.** Foreign documents must show the income converted into US dollars, or they will not be accepted.
- **Property in Mexico**: the deed or purchase agreement, or a lease, original and copy.
- **The fee first.** USD 56 has to be paid for the application to be submitted, and it is not refunded.

The 2022 sheets add format rules: the application form printed on double-sided paper, a 32 by 26 mm colour photograph, the original passport with copies of the first page, the last page and every page with stamps or visas, and proof of legal status in the United States for applicants who are not US citizens.

## Apostilles, even for US records

Phoenix's wording on foreign documents is broader than other posts'. Its page says any document from a country other than Mexico, naming birth, marriage and death certificates, must be **apostilled**, and translated into Spanish if it is in a language other than English or Spanish. Houston and San Diego, by contrast, exempt US-issued records from the apostille.

So an Arizona couple married in Arizona should plan on an apostille from the Arizona Secretary of State for the marriage certificate before a family unity application in Phoenix. The page says so directly for that case: a family unity application needs an apostille of the marriage or birth certificate.

## Retirees and couples

**Retirees** bring the letter from Social Security, with copies, as the page puts it, and the banker's letter for any statements. Figures aside, the permanent resident sheet asks for proof of a pension through bank statements showing the monthly deposits for six months, or an average balance over twelve. The [permanent residency guide](https://getmexicovisa.com/mexico-permanent-resident-visa) covers the route and the national figures.

**Couples** face a rule stated more plainly here than anywhere else we have read: each person applying for residency presents their own income, unless the application is made as a family unit on one income, with the apostilled marriage or birth certificate. The family unity route itself only works at a consulate when the resident or Mexican relative applies alongside you, which Phoenix's sheets also say. The [family unity guide](https://getmexicovisa.com/mexico-family-unity-visa) explains who qualifies for what.

## Which counties Phoenix serves

Phoenix's district page, last updated on 14 February 2020, lists seven Arizona counties: **Apache, Coconino, Gila, Maricopa, Mohave, Navajo and Yavapai**. It also lists the state of Nevada, and names the consulates in Las Vegas, Tucson and Yuma as falling under Phoenix's general supervision.

The [Las Vegas consulate](https://getmexicovisa.com/mexican-consulate-requirements-by-city/las-vegas) lists every Nevada county as its own on a page updated in February 2026, so Nevadans book there. For a residency visa the district is not binding in any case: any consular office can take the application.

## Frequently asked questions

### How do I book a visa appointment at the Mexican consulate in Phoenix?

By email. Phoenix's visa page, updated on 4 August 2026, says it only sees visa applicants with an appointment and that you set one by writing to visaspho@sre.gob.mx. The same address takes questions about the requirements.

### What income does the Phoenix consulate require for temporary residency?

The temporary resident sheet Phoenix links is from 2022 and asks for USD 2,530 a month or USD 42,164 in average savings per person. Those figures come from the minimum-wage formula replaced in July 2025 and are about 46 percent below today's national figure. The requirement now is 680 UMA a month, MXN 79,771, or 11,460 UMA in savings, MXN 1,344,373: about USD 4,700 and USD 79,200 at the Banxico rate of 16.9722 on 10 September 2026.

### Is the visa fee at the Phoenix consulate USD 56 or USD 48?

USD 56. That is the figure on Phoenix's visa page for all visas and on its temporary resident sheet, and it is the fee SRE publishes nationally. The USD 48 on the 2022 permanent resident sheet is out of date. The fee is not refunded and has to be paid for the application to be submitted.

### Do US birth and marriage certificates need an apostille at the Phoenix consulate?

According to Phoenix's page, yes. It says documents from any country other than Mexico, naming birth, marriage and death certificates, must be apostilled, and translated into Spanish if they are in a language other than English or Spanish, and that a family unity application needs an apostille of the marriage or birth certificate. Houston and San Diego exempt US documents from the apostille; Phoenix's wording does not.

### Can a couple apply on one income at the Phoenix consulate?

Only as a family unit. Phoenix says each person applying for residency must present their own income unless applying as a family unit on one income, and that such an application needs an apostille of the marriage or birth certificate. Requirements and appointments are individual, so each person also needs their own appointment.

### Does the Phoenix consulate cover Nevada?

Its district page, last updated in February 2020, lists seven Arizona counties and the state of Nevada. The Las Vegas consulate's page, updated in February 2026, lists all seventeen Nevada counties as its own, and Phoenix also names Las Vegas among the consulates under its general supervision. Nevadans book in Las Vegas, and under the national rules any consular office can take a visa application.

### What does a retiree bring to the Phoenix consulate?

Phoenix's page asks retirees for the letter from Social Security with copies, and for a letter from your banker stating that you own the account behind any statements. The 2022 permanent resident sheet prints USD 4,216.34 a month or USD 168,653.65 in savings; the national figure today is 1,140 UMA a month, about USD 7,900, or 45,850 UMA, about USD 316,900.
